“The Treasury Department's international-affairs division, which often handles some negotiations with foreign nations, has furloughed 90% of its staff because of the partial government shutdown.
‘Many countries are using different diplomatic levels and different avenues’ to communicate to the U.S., said Kantathi Suphamongkhon, a senior fellow at the University of California, Los Angeles's Burkle Center for International Relations."
