Northern Vietnam has recently experienced an epidemic of drug use, particularly injection drug use, among young men and women. This epidemic has been the cause of an upsurge in the incidence of HIV/AIDS in the country. Based on a successful intervention in southern China the UCLA School of Public Health, the Vietnam National Institute of Hygiene and Epidemiology and the Hanoi Schools of Medicine and Public Health have assisted a commune in Ha Long to take responsibility for a comprehensive intervention to reduce the incidence of new drug users in the commune and to reduce the risk of HIV infection among injecting drug users. In addition the Ministry of Health has asked UCLA to evaluate harm reduction strategies in the commune, particularly needle/syringe exchange and methadone replacement therapy.

Roger Detels is Professor and Chair of the Department of Epidemiology at the UCLA School of Public Health. He has been a faculty member of the Department of Epidemiology since 1971.  Dr. Detels is also the Principal Investigator of the Los Angeles Center of the Multicenter AIDS Cohort Study.  In addition, he serves as the Program Director of the National Institutes of Health UCLA/Fogarty AIDS International Training and Research Program and the Interdisciplinary Training in HIV/AIDS Epidemiology Program.
