1905 Representatives of the Japanese and Russian governments agreed to peace terms at Portsmouth, New Hampshire. U.S. President Theodore Roosevelt helped negotiate the Treaty of Portsmouth. Russia agreed to recognize the independence of Korea, that Manchuria belonged to China, and to remove its troops from Manchuria. Japan assumed control of the railway lines Russia had constructed in Southern Manchuria. Further, Japan took over Port Arthur (Dalian) on the Liaodong peninsula and a portion of Sakhalin island. Japan was now the major power in Northeast Asia.
