After the assassination of the mayor of Sucupira, Odorico Paraguaçu is elected and takes over the vacant office as mayor, always receiving the support of the sisters Dorothy, Dulcinea and Judiceia. One of his promises is to build the first city cemetery. After the work is completed, however, there is a problem: no one dies in Sucupira. Under pressure due to accusations of overbilling, Odorico needs to find a way so his mandate does not become a big joke.
