Between Treaties and Regulations: Transformation of Sino-Korean Relations in the Late 19th Century

Focusing on historiography of Sino-Korean relations in the late 19th Century, the most problematic event is conclusion of the <Regulations for Maritime and Overland Trade between Chinese and Korean Subjects> (朝淸商民水陸貿易章程, Choch΄ŏng sangmin suryuk muyŏk changjŏng)> in October 1882. In this regard, the <Regulations for Maritime and Overland Trade between Chinese and Korean Subjects> of 1882 provided the decisive opportunity to alter the relationship between Chosŏn and Qing. The new relationship that was established was one based on Qing interference on a scale incomparable to anything seen during the previous era, a trend that continued until Qing was defeated by Japan in 1894.

Researchers interested in the question of the Sino-Korean relations during the period have focused on such themes as the one-sided nature of the<Regulations for Maritime and Overland Trade between Chinese and Korean Subjects>, the unequal diplomatic relationship that ensued, the violence of Qing government officials, and the passive acceptance and response of Chosŏn government officials. That being said, it is precisely the problems inherent in this kind of historical narrative that motivated my desire to mount a challenge to existing historical narratives. Because this tendency can be mainly regarded as the result of the ‘dichotomy of aggression-resistance’ that has for so long pervaded the study of modern Korean history.

Hyoungkun Kim's presentation will emphasize the fact that the Chosŏn-Qing relationship from 1882-1894 was characterized by ‘new debates and negotiations between traditionally close states’ during the transition from tradition to modernity. As part of efforts to prove the veracity of this new approach, he will also analyze a case which has received little interest amongst researchers to this point, namely the process in which the debates and negotiations between the two countries over some cases.
