The CMED Roundtable Series will gather experts weekly to assess the Hamas attack and its impact on the region to make recommendations for the future. In Discussion 3, CMED Distinguished Senior Fellow Steve Zipperstein meets with Dr. Hiba Husseini, managing partner at Husseini and Husseini Law in Palestine, and General (R.) Dr. Ephraim Sneh, former Israeli Minister. Discussion will be followed by audience Q&A.


Dr. Hiba Husseini is the managing partner of the law firm Husseini and Husseini. She chaired the Legal Committee to Final Status Negotiations between the Palestinians and Israelis. She has served as a legal advisor to the peace process negotiations since 1994. Dr. Husseini participates in various meetings that seek to interject innovative thinking into the hard and complex issues involved in the peace process, especially Jerusalem. Additionally, she serves on the boards of various educational, professional, cultural, business, and non-profit organizations, particularly the Board of Trustees of Al Quds University and the Board of the Middle East Partnership for Peace Fund. Dr. Husseini holds a Juris Doctor, an MA, and a MSc. She speaks three languages.


General (R.) Dr. Ephraim Sneh served in the Israel Defense Forces in various command positions including commander of Airborne Combat Search and Rescue Unit 669 in the Israeli Air Force from 1978 until 1980, commander of the South Lebanon Security Zone from 1981 until 1982, and head of Civil Administration in the West Bank between 1985 and 1987. He retired at the rank of Brigadier-General in December 1987. General Sneh led the first secret negotiations between Israel and the PLO from 1988 to 1989. Additionally, he served as minister of Health from 1994 until 1996, deputy minister of Defense from 1999 to 2001 and again between 2006 and 2007, minister of Transportation from 2001 to 2002, and as chairman of the Knesset Sub-committee on Defense Planning and Policy from 2003 until 2006. In February 2002, General Sneh was the first Israeli cabinet member to secretly hold an official visit in UAE and meet H.H. Mohammed Bin Rashid Al Maktoum.



Professor Steve Zipperstein is a distinguished senior fellow at the University of California, Los Angeles (UCLA) Center for Middle East Development. He is also an adjunct assistant professor at the UCLA Luskin School of Public Affairs. Professor Zipperstein is a former US federal prosecutor and the former chief legal officer of Verizon Wireless and BlackBerry Ltd. He is the author of “Law and the Arab-Israeli Conflict: The Trials of Palestine” (Routledge 2020) and “Zionism, Palestinian Nationalism and the Law: 1939-1948” (Routledge 2022).
