Unifying China



Emperor Qin Shihuangdi set out to run the empire as he ran the state of Qin. He knew this was not possible without power. He tried several different plans, which gave him the power to make great changes in the empire. Here are some examples:

♣. Divided the country into 36 provinces.
♣. Set up a system of rewards and punishments.
♣. He urged people to spy on neighbors and turn in lawbreakers.

Now he was ready to carry out the following changes to unify the empire:

* bureaucracy
* New standards
* land ownership
* censorship
* Great wall
