With a geographic focus on Africa, this report attempts to delineate the specific issues of water services demand and the factors that affect individuals and households opportunities to obtain enough water to meet their needs. The ultimate goal is a better understanding of the interacting forces that produce the (sometimes very narrow) menu of choices in water sources for households, especially low-income households.
