Today, we are experiencing a refugee crisis of global proportions. Nowhere is this more evident than in Africa where governments find themselves becoming host to increasing numbers of refugees from neighboring countries and are challenged to find ways of directly developing and managing more efficient and effective refugee policies. This is a grave concern for Eastern African countries where the United Nations and national governments have formed partnerships around a novel refugee relief strategy, the Comprehensive Refugee Response Framework (CRRF). A primary objective of the CRRF is to “empower” women and girl refugees, and to protect their livelihoods. Uganda is widely praised for its refugee policies in this regard, but to what extent is the objective of empowering refugee women and girls truly being met by sustainable development policies related to CRRF? The three presentations in this forum focus on different aspects of the challenges associated with the efforts to empower South Sudanese women and girl refugees in Uganda and the East African region in general.
