ABOUT THE SPEAKERS
DAVID BAME currently serves as the Foreign Policy Advisor (POLAD) to the Commander, U.S. Naval Special Warfare (also known as the Navy SEALs), in Coronado, California. A career Foreign Service Officer since 1988, Mr. Bame has focused on political-security issues both overseas and in Washington. He has served abroad in such locations as Riyadh (1989-91), including Operations Desert Shield and Desert Storm; Jerusalem (1991-93), including work on the Madrid Peace Conference and the Israeli-Palestinian Oslo Accords; Ankara (1997-2000), including as the POLAD for Operation Northern Watch and lead U.S. field officer in northern Iraq; London (2004-2005), including work on Guantanamo, NATO-EU, and related issues; and Vienna (2011-2014), including as chief U.S. representative to seven UN organizations. Mr. Bame’s assignments in Washington include work on Iran, Iraq, NATO, UN, arms sales, and other issues. He also has served twice in the Department’s 24-hour “Operations Center,” including as a Senior Watch Officer on September 11, 2001. Mr. Bame holds a B.A. and M.A.T. from the University of Virginia, and a Masters in Military Studies from the USMC Command Staff College in Quantico, Virginia.
MICAELA HARVEY currently serves as the Force Inspector for the U.S. Naval Special Warfare Command Office of the Inspector General in Coronado, California. She entered civil service in 2009 and has since served in Inspector General (IG) capacities for the U.S. Navy at locations in the continental United States and abroad. Most recently, Ms. Harvey served as the Senior Investigator and Deputy Inspector General for Commander, U.S. Naval Forces Central Command (COMUSNAVCENT)/U.S. FIFTH Fleet (COMFIFTHFLT)/Combined Maritime Forces (CMF) in Bahrain. From November 2014 to October 2015, Ms. Harvey served as the Acting Inspector General for COMUSNAVCENT/COMFIFTHFLT/CMF, functioning as the principal advisor to the Commander on the prevention and detection of fraud, waste, abuse, and mismanagement effecting U.S. naval operations in the Middle East area of responsibility. She is a certified Naval Inspector General investigator and a graduate of the Andreas School of Business at Barry University, Miami, Florida.
HOLLY HUDSON is the West Coast Regional Recruiter for the Central Intelligence Agency (CIA). Upon graduation from Virginia Tech with bachelor’s degrees in finance and psychology, Ms. Hudson immediately began her career as a Support Integration Officer at the CIA. During her 14 year career, she has managed multidisciplinary support to the US intelligence mission worldwide. She has resolved tactical issues, created new processes and procedures, and provided direct and indirect operational support in the following disciplines: Finance and Budget, Logistics, Human Resources, Security, Facilities, and Project Management. During her career she received an M.A. in business administration from Georgetown University and currently serves as the CIA’s West Coast Regional Recruiter.
CHERYL JENNINGS is currently USAID’s Diplomat in Residence for Southern California, Nevada, & Hawaii. Ms. Jennings previously served as Director of the Overseas Human Capacity Initiatives (OHCI) office in USAID’s Office of Human Capital and Talent Management (HCTM). OHCI exists to implement programmatic and operational initiatives that respond rapidly to evolving human resource needs and challenges across 80+ Missions and USAID/W. Ms. Jennings has twenty-seven years of international development experience with USAID. She is a Program Officer by backstop and has served in long-term program, project development, natural resources management and energy assignments in Mali, El Salvador, Egypt, Nepal and Jordan, temporary duty assignments to 23 other countries, and in five USAID/W bureaus. Ms. Jennings has an M.S. in National Security Strategy from the National Defense University; an M.A. in Marine Affairs from the University of Rhode Island; and a B.A. in International Studies from the University of Washington.
